In general, small business is usually defined as a business with less than 500 employees. That being said, a sole proprietor business is, indeed, a small business.

This “band” of the number of employees makes marketing to small businesses a challenging task – Marketing to a sole proprietor business employs different strategy to marketing to a 500-employee business. So, yes – size does matter in small business.
